According to the Digital Services Act (DSA), platforms with over 45 million users are categorized as “very large online platforms” or VLOPs. This designation triggers rigorous compliance requirements.

    The DSA focuses on how digital platforms manage illegal and harmful content. If WhatsApp fails to meet these obligations, it could face fines of up to six percent of its global annual revenue. A spokesperson for the European Commission confirmed that they are actively considering this designation for WhatsApp Channels.

    While WhatsApp primarily serves as a private messaging app, the rise of its Channels feature aligns it more closely with Meta’s other social media platforms. This transformation could signal a broader shift in how users interact with the service.

    Previously, Meta encountered similar scrutiny when it faced fines related to its other platforms, such as Facebook and Instagram. In October 2025, a Dutch court ruled against Meta, stating its content reporting mechanisms were inadequate.

    This evolving landscape highlights the importance of transparency in digital communication tools. As smart cities grow, ensuring safe and effective online platforms becomes crucial. Therefore, while regulation may seem stringent, it is a step toward creating a safer digital environment for all users.
