WhatsApp Faces Stricter EU Scrutiny Under Digital Services Act
WhatsApp may soon come under closer examination by the European Commission. This shift stems from the app’s broadcasting feature, WhatsApp Channels, which has gained around 51.7 million average monthly users in the EU. According to the Digital Services Act (DSA), platforms with over 45 million users are categorized as “very large online platforms” or VLOPs. This designation triggers rigorous compliance requirements.
The DSA focuses on how digital platforms manage illegal and harmful content. If WhatsApp fails to meet these obligations, it could face fines of up to six percent of its global annual revenue. A spokesperson for the European Commission confirmed that they are actively considering this designation for WhatsApp Channels.
While WhatsApp primarily serves as a private messaging app, the rise of its Channels feature aligns it more closely with Meta’s other social media platforms. This transformation could signal a broader shift in how users interact with the service.
Previously, Meta encountered similar scrutiny when it faced fines related to its other platforms, such as Facebook and Instagram. In October 2025, a Dutch court ruled against Meta, stating its content reporting mechanisms were inadequate.
