The order is split into two parts: 28,000 Arm-based servers and 12,000 x86 servers. While the exact final price was not revealed, the procurement documents show a budget cap of 11.55 billion yuan.     Instead of relying on foreign hardware, China Telecom is opting for servers made by local companies. This shift reduces dependence on US and other foreign suppliers. In particular, Huawei, a key player in China’s tech industry, benefits from this move. Although Huawei did not directly bid on the contract, several companies involved are linked to its ecosystem. These companies used Huawei’s Kunpeng architecture for the Arm-based servers. This approach allows Huawei to support and expand its domestic chip ecosystem quietly.

    Meanwhile, the other portion of the order focuses on traditional x86 servers, compatible with existing software systems. The winners of this part include leading Chinese tech giants, such as ZTE, Inspur, and Lenovo. They will supply the 12,000 C86 servers, further reinforcing the domestic tech supply chain. This procurement aligns with broader efforts by Chinese telecom companies that are increasingly replacing foreign technology with local solutions. For example, China Mobile and China Unicom have launched similar large-scale server purchases, emphasizing a national strategy to develop independent technology infrastructure.

    This investment by China Telecom suggests a broader movement toward self-reliance in technology.
