For instance, the hacker observed individuals entering and exiting the U.S. Embassy in Mexico City, even identifying an FBI Assistant Legal Attaché by their phone number. Such surveillance enabled the cartel to intimidate and, in some instances, kill witnesses testifying against Joaquín "El Chapo" Guzmán.

    Interestingly, the report characterizes these methods as "ubiquitous technical surveillance." This term refers to gathering data to connect people to events or locations—essentially flipping agents’ own strategies against them. The proliferation of commercial tools that facilitate this type of surveillance represents an "existential" threat to federal agencies.
