Lawmakers in Vietnam expressed concerns over potential economic repercussions, highlighting the project’s stalled timeline since its approval in 2017. Despite a ceremonial groundbreaking in 2022, the 7.4-hectare site remains undeveloped nearly eight years later. Lotte cited late payment penalties and unresolved legal issues as reasons for its decision.

    The project aimed to feature luxury residences, hotels, and commercial spaces. However, various factors, such as lengthy approval cycles and shifting policies, made it financially unviable. According to officials, Lotte’s formal withdrawal highlights deeper governance issues within Vietnam’s investment framework. Key leaders noted that the situation underscores the urgent need for administrative reforms to boost investor confidence and clarify legal definitions regarding infrastructure projects.

    Despite Lotte’s withdrawal request, the company remains the official investor until formal documentation is submitted. This situation places the project in legal limbo and complicates any future redevelopment plans for the land. Local leaders noted that the site was central to Thủ Thiêm’s vision as a financial and innovation hub.
