California law, effective from January 2026, emphasizes that “AI does the work, humans own the risk.” This clear responsibility means organizations must carefully govern AI actions, similar to holding adults responsible for children’s misbehavior.

    The Need for Built-in Governance

    To harness AI benefits safely, companies must embed operational rules directly into AI workflows. Static policies no longer suffice because autonomous agents make decisions without immediate human oversight. For example, if an agent chain accesses various company systems, it must still respect permission boundaries. Otherwise, risks like data breaches or unauthorized actions increase dramatically.

    Permissions and Risks Are Like Toys for Toddlers

    Managing AI permissions is akin to giving a toddler a toy-controlled tank—dangerous if not supervised. For instance, some agents have long-term access codes or permission to change core files. If these aren’t controlled, unintended damage occurs. Therefore, governance should be integrated from the outset, ensuring agents stay within their authorized scope.

    Retiring Zombie Agents

    Organizations should also have plans to “retire” outdated or abandoned AI agents—sometimes called “zombie projects.” These inactive agents can still pose security risks, especially if linked to former employees or departments. Proper policies are necessary to decommission such agents, preventing them from becoming vulnerabilities.

    Balancing Costs and Benefits

    While some executives see AI as a tool to cut costs by reducing human labor, the financial picture is more complex. Many organizations find their AI investments cost more than expected, especially when accounting for maintenance and oversight. Rather than viewing AI solely as a way to save money, leaders should consider the long-term value of well-governed, purposeful AI deployment.

    By understanding these key points, companies can develop smarter, safer ways to nurture their AI agents as they mature beyond initial “toddler” stages. Proper governance and proactive planning will be essential as autonomous AI becomes a core part of everyday business.
